The measurement here is unusually clean. Ownership is published across the whole player population rather than estimated from a sampled cohort, so a percentage on this board is a count and not an inference. Most-owned, most-captained and the popular transfers all read from that same base, so the three boards can be compared against each other without adjusting for sample size.
Ownership is a risk reading before it is a recommendation. In a competition where one matchday is split across two evenings and a single tie can decide a rank, knowing what the field owns tells you what a blank costs you relative to everyone else - which is a different question from whether the player is any good.
